R. W. Tomlinson Limited – Application for a Class A Quarry below the Groundwater Table
R. W. Tomlinson Limited has submitted an application for a Class A Quarry below the Groundwater Table on the property located on the east side of the existing Tomlinson Stittsville Quarry on Jinkinson Road. This proposed activity is within the area that was recently de-complexed from the Goulbourn Wetland Complex.
Various studies have been prepared in support of the application including, but not limited to: Water Table Report, Natural Environment Report and Environmental Impact Report, Archaeological Assessments, blasting, noise, traffic, and land use planning reports.

Consideration of the Provincial Policy Statement, 2024
The Provincial Policy Statement, 2024 (PPS) establishes mineral aggregate resources as an area of provincial interest. It also goes on to state that as much as realistically possible the mineral aggregate resources should be made available as close to markets as possible. However, other elements of the PPS speak to the consideration of rehabilitation in the demonstration of no negative impacts.
The policies of this PPS also represent minimum standards. This means that the PPS does not prevent planning authorities and decision-makers from going beyond the minimum standards established in specific policies unless doing so would conflict with any policy of this Provincial Policy Statement.
Friends of Stittsville Wetlands Complete a High-Level Review of Studies
The Friends of Stittsville Wetlands completed a high-level review of the Archaeological Assessments, the Water Table Report, and the Natural Environment Report and Environmental Impact Study.
We focused our review scope and comments on our interests and concerns with the application, namely the potential effects of the Proponent’s proposed Stittsville Quarry II on the Goulbourn Wetland Complex.
Based on our technical review of the reports, and other documents, the Friends of Stittsville Wetlands identified several issues requiring further follow-up. These issues and recommendations were detailed in our submission provided to R.W. Tomlinson on October 21, 2024.
The Friends of Stittsville Wetlands received a reply from Tomlinson to our submission on November 19, 2024. We are in the process of preparing a follow-up submission.
Proposed Official Plan and Zoning By-law Amendments
MHBC on behalf of the Tomlinson Group submitted a proposed Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBA) (File No. D01-01-24-0019 and D02-02-24-0048) to the City of Ottawa as part of the requirements to allow for a license to be issued by the Province under the Aggregate Resources Act to permit the expansion of the proposed Tomlinson Stittsville Quarry II.

The Friends of Stittsville Wetlands provided an initial submission to the City of Ottawa on December 17, 2024.
On January 10, 2024, the City of Ottawa advised the Friends of Stittsville Wetlands that this application had been placed on hold at the request of the applicant. The City will advise the Friends of Stittsville Wetlands when this matter will be considered by the City’s Agricultural and Rural Affairs Committee.
